Insight Architects was commissioned to design a Master Plan for Caldwell Street in an effort to make the street more pedestrian friendly and help to revitalize the area. The design included providing easy access to Caldwell Street from the existing parking and providing retail along the pedestrian walkway. In addition, on street parking was added to slow traffic down and allow for pedestrian friendly nodes.

An elevation study was performed to provide the City of Rock Hill concepts for facade renovations that could be used to promote private sector interest and as a basis for facade grants made by the city to new building owners.
